Meteorological radar Rijeka
Kratki opis projekta Glavna svrha projekta je:
  1. priprema priručnika i politike menađmenta i prikupljanja meteoroloških i hidroloških podataka;
  2. primjena fleksibilne ICT platforme za razmjenu podataka i konzultacije, temeljena na interoperativnom djelovanju uz mogućnost jednostavnog proširenja baze podataka u budućnosti;
  3. uspostava integriranog geografskog informacijskog sustava (GIS), koji će omogućiti implementaciju EU direktive i glavnih IPA mreža (e.g., OPERA, GEOSS, GMES, EEAS);
  4. korištenje jeftinih radarskih sustava u kombinaciji s konvencionalnim i automatskim kišomjernim postajama ;
  5. razvoj sustava za rano upozoravanje na bujične poplave temeljen na rezultatima numeričkih prognostičkih modela fine rezolucije.
Abstract General objectives of the project are:
  1. determination of guidelines and policies for the management and gathering of hydro-meteorological data;
  2. implementation of a flexible ICT platform for data sharing and consultation, based on the interoperability paradigm so that data sources can be easily augmented in the future;
  3. provision of integrated geographic information system (GIS) tools, able to implement the European Union (EU) directive so to facilitate the mainstreaming of IPA networks into European initiatives (e.g., OPERA, GEOSS, GMES, EEAS);
  4. usage of low cost weather radar systems, combined with conventional and automatic rain-gauge networks;
  5. development of an early warning system, based on distributed numerical forecasting models at high spatial resolution against flood disaster.
Cilj projekta The main components to be developed within the project are:
  1. monitoring module based on X-band low-cost mini-radar system networks integrated with ground raingauge networks;
  2. nowcasting and forecasting module based on coupled hydro-meteorological numerical modeling and observational data assimilation, tuned to the local territory;
  3. data sharing module based on GIS web-platform able to ingest heterogeneous data, represent data layers and disseminate information through internet and other media;
  4. managing module
Beneficiaries
The direct beneficiaries of the project (target group) will be:
  1. all authorities supporting civil protection activities;
  2. University of Rijeka ;
  3. national weather service;
  4. population of the Kvarner region;
  5. all authorities supporting transport activities (marine, air traffic, railways, truck).
Deliverables
Expected results are:
  1. improved warnings and response capabilities to cope with impending hydrological events;
  2. reduced socio-economical impacts of hazardous hydrological events;
  3. educated staff to improve risk-evaluation capabilities that will increase public safety and damage reduction;
  4. better understanding of the physical mechanisms and the spatial distributions of extreme rainfall for better land-use planning and geo-hydrological risk mapping in urban areas (where the spatial detail provided by radar is required and the quantities of runoff more extreme) and benefit to policy makers and civil defence Authorities and disaster relief/management Agencies.
  5. educated staff members with increased capacity in ICT-based hydro-meteorological platform and risk nowcasting awareness, knowledge and skills;
  6. flood practices transferred within region;
  7. dissemination/information articles appeared in the press and internet media;
  8. people involved in conferences, workshops, seminars and training schools;
  9. internet approximately 5000 visits/month to the project website;
